There is no set rules of when and how you should apply for partnership. When I applied a few yeras ago, I had over 1,000 subscribers and over 1 million views. Some people get partnership whith less and some people don't get it with higher stats. You can also be granted profit sharing on individual videos and youtube will send you an email if one of your videos has a lot of views, but you are not considerd a full partner with that status.
